For four years, Benjamin Russell, a British expatriate in the UAE, paid Dh105,000 a year to rent a one-bedroom apartment.

But last December, Mr Russell and his family moved about an hour’s drive away to Dubai after negotiating a good rental deal for a three-bedroom apartment on the 50th floor of a high-rise in Dubai Marina.
