The aim is multifold and includes cutting emissions, creating jobs, and reducing bills — part of the Biden administration's plan to lift areas that have been forsaken. It's called the Justice40 Initiative. It directs 40% of the benefits from federal investments into climate change projects and green energy solutions to places that have been the dumping ground for polluters.
