The aim is multifold and includes cutting emissions, creating jobs, and reducing bills — part of the Biden administration's plan to lift areas that have been forsaken. It's called the Justice40 Initiative. It directs 40% of the benefits from federal investments into climate change projects and green energy solutions to places that have been the dumping ground for polluters. President Biden's approach is to shine the light on low-income regions and communities of color — to send dollars their way so that they can clean up their neighborhoods and be able to attract tomorrow's businesses and skilled labor positions.
