Houston, 26 January (Argus) — Mexico's state-owned Pemex faced questions about its recently completed purchase of its partner Shell's stake in the 340,000 b/d Deer Park, Texas, refinery, including how it would relate to nearby residents. Governmental bodies such as county commissioners courts in the US can hold significant sway over such projects. Harris County Commissioner Adrian Garcia represents Precinct 2 where Deer Park is located.
